The Multilevel Governance Summit will bring together governments, cities, industries, and financiers to accelerate circular and resilient transitions through stronger coordination across governance levels. Building on Sweden’s leadership in advancing a circular and fossil-free economy, the Summit will showcase practical solutions and policy models that link national commitments with local and industrial action.
The programme features opening remarks by H.E. Karin Wallensteen, Ambassador of Sweden to Brazil, followed by two high-level panels and two thematic roundtables:
Opening remarks
Panel 1 - “Climate Literacy & Governance” (13:15–13:45), moderated by Dr. David Corbett, Strategic Partner Manager & Country Director Canada from ClimateView, will explore how improved governance frameworks, data tools, and climate literacy can translate national targets into actionable local strategies
Panel 2 - “Solutions for Circularity & Resilience” (13:45–14:45), moderated by Andreas Rentner, Trade Commissioner Brazil, Business Sweden, will highlight enabling policies, technologies, and business models driving circular and low-carbon transitions across sectors.
Roundtable A - Circular & Resilient Cities (14:40–15:40), moderated by Emma Modéer Wiking, Global Head of International Sustainable Business, Business Sweden, will focus on how cities can leverage procurement, planning, and partnerships to align local action with national climate goals.
Roundtable B - Circular & Fossil-Free Industrial Value Chains (14:40–15:40), moderated by Andreas Rentner, Trade Commissioner Brazil, Business Sweden, will discuss how industries and policymakers can align fiscal and market instruments to scale fossil-free and circular materials globally.
Together, these discussions aim to strengthen multilevel governance, mobilize public–private collaboration, and establish pathways for scaling circular and resilient solutions beyond COP30.
