With the new global climate finance goal in place, the challenge is no longer about setting targets — it is about mobilizing enough of the right kind of finance and ensuring that it supports real transformation on the ground.

Many developing countries still face significant barriers to accessing the finance they need, while much reported support remains overstated and dominated by loans rather than grants. At the same time, local communities — those most affected by climate impacts — often have little say in how climate finance is designed, delivered, or used.

Meanwhile, carbon markets and private investments are increasingly promoted as alternatives to public climate finance, raising important questions about equity, additionality, and accountability.

Hosted in the Swedish Pavilion, this session explores how climate finance can be mobilized and governed to empower communities, ensure integrity, and deliver tangible climate and development results.
